Background
Mr. White doesn't remember his childhood. Thankfully.
Born in a rural village in the Soviet Republic of Georgia he was quickly identified by a wing of the KGB specializing in psychic phenomenon as a Psychic Null, or an anti-psi. Taken from his family he was brought to a secret facility and spent nearly 20 years as a lab rat.
How he escaped he doesn't know. He only remembers the final year with any clarity, and he knows that they were getting increasingly abusive. He doesn't think it was by his own skill that he escaped, and he certainly doesn't think that his old masters have forgotten about him.
He just doesn't care.
Mr. White spent the decade after his escape travelling east across the mountains through Southern Russia, Tibet, Mongolia, China, picking up a variety of skills along the way including a keen sense for the supernatural. Identified by his ivory skin he took the name locals always applied to him, Mr. White. Thoroughly twisted by years of experimentation he thought little of killing those who impeded him and he proved to be particularly skilled at it. Tawny muscle, merciless opportunism and vicious cunning were three traits that had been drilled into him for his entire life. Inevitably, however he attracted the wrong sort of attention. He found himself fleeing authorities in each town, trying desperately to find some outlet for his unbounded aggression, until he discovered something very interesting to him.
No one cares if you kill someone who isn't supposed to exist.
It started with a Vampire who tried to dominate him for food. He could feel her commands, understand them, but they were little more than rude suggestions to him.
So he slit her throat. The cut was so deep she was almost decapitated, but she didn't die. She began to heal. She didn't die when he stabbed her again and again. She didn't stop until he doused her in gasoline and set her aflame.
The next day Mr. White began his methodical research on the supernatural, starting with a library in eastern Russian port city of Vladivostok.
He spent the next dozen years doing three things; researching the supernatural, learning how to fight with anything, and murdering every supernatural he met. He made no distinction and had no mercy. He slaughtered them when they were weakest. Vampires in the day, Werewolves when they were alone and human, Mages in their sleep. He used traps, attacked from shadow, and never, ever stayed in one place. It didn't hurt that his innate ability seemed to shield him from virtually all mental manipulation and fear generating abilities.
His skill attracted the attention of an organization dedicated to similar goals and he was quick to take advantage of their resources and knowledge. For their part they have no idea the level of cruelty which Mr. White is capable. He hates unconditionally, and would act on his urge to kill without discretion if only he could be sure he wouldn't be caught. He's much like the things he hunts and knows this. He simply can't stop killing.
He won't stop.

Concept
A sociopathic agent of the Brotherhood of Diocletian capable of nullifying psychic and mystical abilities.
