Billy was made as an NPC so his experience points are very shuffled around. He starts at a morality 5 and loves tormenting kids. He's stupid in a way, and he will sometimes start fights even if teachers are in earshot. But he is very determined and will have his way one way or another. He only ever gets scared when faced with something he doesn't understand or know. When this happens he has two distinct reactions: Fight or flight. He usualy opts for the first, not wanting to be seen for the coward he is. But if confronted with something he cant fight he will run, far and fast, and not care who he leaves behind.

Well... mostly.

He does have a younger sister named Sara. She's only a year old and she's the only person Billy cares for other than himself. He would die to protect his baby sister. But no one knows this because no one is close enough to him to find out.

He does have a major rival and not many other kids really stand out in Billy's mind so he fixates on her slightly. Janette Goodling is a girl a year younger than Billy but, as billy was held back a year, they are in the same class. She once kicked him down the bleachers in front of their entire gym class, much to Billy's suprise. It didn't destroy his reputation as a tough kid, but it did cramp it a bit. Now whenever someone is scared enough of Billy, they go to Janette, and Billy doesn't like having to deal with her. It's not that she's stronger than Billy, because she's not. He just doesn't know what to do when people are able to talk circles around him and get him all confused with big words. He hates the superior smile she gets when she's doing it either, like Billy is too stupid to figure it out.

So he goes after Charlie.

Charlie Renolds is the kid who thinks he's Batman and looks like a looser when he wears a stupid cape to school. Billy takes pleasure in tormenting him as it's a way to get to Janette without even touching Janette. But that doesn't mean he wont take a swing or eight at Janette when he can.

One other way to use Billy in a game (besides just making him the school bully) is to make him a fetch as it would only take slight tweaking. He's aptly placed to be kept or disgaurded. He's cares little about people other than himself and his little sister so he could easily carelessly cause trouble. He also scares enough people away from him that he doesn't really have anyone close to notice if he changes, at least untill he starts acting nicer.
